I think it's usually the first of March, June, Semptember, December - but someone, e.g. weezee, has to trigger the change, and will also announce it.

As Flederfalle said, we try to do it on the 1st of March, June, September, and December. As it has to be done manually (usually by weezee) however, sometimes it's a few days late if we forget or are busy.

And usually it's the forgetting (my memory is very itty bitty at times). 
Someone tends to poke me when that happens. 
If you ever forget, the FA Shops and Pet shops both say on the image where all the shops are listed what months they are supposed to be available. If you ever notice one not right, feel free to poke me, I don't mind!
